We work in wireframes first — deliberately grey and unattractive — so the conversation stays about structure and flow instead of colour, then move to high-fidelity screens and a documented system so the twentieth screen still looks like the first.
Both halves in writing, because an unstated exclusion is where projects go wrong.

Yes. Design-only engagements are common and you get the full file plus a documented system your own developers can build from. The handoff includes spacing, states, breakpoints and component behaviour, because a beautiful screenshot with no specification is where most design projects quietly fail.
Colour contrast meets WCAG AA before a design is signed off, tap targets are at least 44px, every form field has a real label, and focus states are visible for keyboard users. It is not a separate premium tier. Practically it also means the interface stays usable in sunlight, on a cracked screen, and for the large number of people with some degree of colour blindness.
Two rounds at wireframe stage and two at high fidelity, which is enough for almost every project because the wireframe stage absorbs the structural arguments while changes are still cheap. Further rounds are billed hourly, and we will flag it before running past the included ones rather than after.
